Professional learning brings literacy improvement to Washington state
After years of continued growth in the number of students needing literacy intervention, educators at Edmonds School District decided the needs of their district exceeded the basic intervention strategies they had been using. That's when they turned to 95 Percent Group's Professional Learning Team for support.
With a unified curriculum in place, including coaching and consulting to improve literacy instruction at Tier 1 and Tier 2 levels, they began to see a shift. Students showed a noticeable improvement in their attitudes towards reading, and teachers were excited. The program was so successful the 95 Phonics Core Program® was implemented districtwide across K-5.

Laura Stewart, Chief Academic Officer, 95 Percent Group
Laura Stewart is an educator and organizational leader. She has served as a teacher, administrator, adjunct professor, and director of numerous professional development initiatives around the country. Before joining 95 Percent Group as Chief Academic Officer, Laura was the Chief Innovation Officer with The Reading League and the Chief Academic Officer for Professional Development at Highlights for Children. She is a respected literacy expert, a published author, and presents nationally and internationally. Laura’s passion is empowering educators to positively impact ALL students and change the course of literacy achievement in this country.
Carrie Doom, EdD, Vice President of Professional Learning, 95 Percent Group
Carrie Doom, EdD, has been a passionate educator for over 25 years. As Vice President of Professional Learning she is responsible for strategic planning and building infrastructure within and across the department, leveraging implementation science and managing successful literacy implementations across the nation. She brings extensive knowledge of evidence-based approaches to teaching reading and promotes effective literacy instruction based on data in core and intervention settings. Dr. Doom has served as a special education teacher, teacher leader, district facilitator, professional learning facilitator, and literacy consultant. She is committed to building scalable and innovative structures to support systems who impact literacy.
Deborah Glaser, EdD, Author, The Reading Teacher's Top Ten Tools
Deb Glaser, EdD, received her doctorate in Curriculum and Instruction with a specific focus on reading and school reform from Boise State University. During Dr. Glaser’s 40 years in education, she has been a classroom and learning disability instructor and administrator, has assisted universities with the development of research-based reading curricula, and has established training and consultation programs to support the success of state and local reading initiatives. Dr. Glaser’s publications include LETRS Foundations: Introduction to Language and Literacy (co-authored with Louisa Moats), the online reading course The Reading Teacher's Top Ten Tools, among others.
Judie Caroleo, Director of Professional Learning, 95 Percent Group
Judie Caroleo is a passionate educator dedicated to supporting education professionals in their journey to improve outcomes for all students. During her tenure at 95 Percent Group, she has provided guidance and oversight for implementations at the district and local level supporting the initiation and continued implementation of numerous MTSS and RTI initiatives around the country. Judie brings over 25 years of experience in classroom instruction, program development, implementation, assessment, and professional development. In addition, has been a certified trainer for LETRS®, Next STEPS in Literacy Instruction, and DIBELS Next.
Tory Amos, Title I/LAP Specialist, Student Learning, Educational Service Center, Edmonds School District, WA
Megan McCarthy, Title I/LAP Specialist, Student Learning, Educational Service Center, Edmonds School District, WA
Megan currently serves as a Title I/LAP Specialist for the Edmonds School District in Washington state. In her role, she supports reading intervention. Prior to Title I/LAP, Megan served as a Special Education Teacher at both elementary and middle school level. She received her Masters in Educational Leadership and Policy and her Administrator Credentials through the University of Washington.
Jessica Abel-Pype, Principal, Dalton Elementary, Aurora, CO
Jessica is a passionate educational leader and the principal of Dalton Elementary in Aurora, Colorado, where she has served for the past six years. With 15 years in education, she's supported students, families, and communities as a classroom teacher, teacher leader, and assistant principal. Embracing the transformative power of structured literacy, Dalton Elementary progressed from a state rating of Priority Improvement to the highest Performance rating under Jessica’s leadership. Her commitment to excellence and equity and genuine dedication to student success shape the educational landscape and inspire positive change in the school community.
